IT is perfectly natural to want change overnight - especially when it means some very exciting developments in your town and neighbourhoods. Change will happen - but the Town Deal process is complex and it's really important that the various processes are followed correctly.
Working Hard To Deliver
The Cleator Moor Town Deal Board is working alongside experts at Cumberland Council and a number of outside consultants to make sure all of the statutory requirements linked to the various projects in the Cleator Moor Town Deal are handled correctly.
The first stage of the process was to submit a well thought out and compelling bid to the government for up to £25million in Towns Fund money. That required a huge amount of work and happened in 2021. The great news is that the bid was successful, with a £22.5 million offer of funding made.
The second stage involved a number of crucial processes and started with the signing of what are known as Heads of Terms – an agreement confirming the Government’s financial offer in principle.
Final confirmation of the projects being taken forward was provided with detailed business cases to further support each of the four projects taken forward submitted to Government in 2022.
Finally, the bid was successful and the funding confirmed by Government in November 2022.
It was really important the business case process was dealt with thoroughly and that every element of each project was carefully considered.
Each business case had to demonstrate the development, cost and scope of its project. It also outlined key milestones and construction dates.
The completed cases were subject to a rigorous assurance process before high-level summaries were submitted back to the Government for final approval in June 2022.
The Government confirmed Cleator Moor’s funding offer in November 2022, paving the way for a programme of works and timescales to be developed in 2023.
